This is the famous “organoleptic hop transducer module” Sam Calagione of Dogfish Head created! You may have heard people call it a hop rocket as well. Essentially, you connect something like this to a tap or a keg and put fresh hops in it. As the beer flows through, it picks up the aromatic oils that make hops hoppy to add an extra punch of flavor and aroma to your brew!
